Subject

The story of Judge Newton D. Baker and his work with the Social Service Club of Cleveland to establish the first juvenile court in Ohio in Cleveland in 1902. The Ohio General Assembly set up the court through legislation, but later Lawyer Harry L. Eastman was hired to sit on the Juvenile Bench. At his request additional legislation was passed in 1929 improving the program.
